After more than a year and a half, the political agreement of the Skhirat on December 17, 2015 between the Libyan parties and after more than six years did not reach the compromise solutions that lead them to a new socio-political internal harmony.

Due of the lack the required conditions to move the convictions, interests, actions and interactions at various levels of society, State, regional and international.

The situation in Libya continues to escalate without reaching the point of agreement.

The observer must study the causes of non-maturation of the conditions of the inter-dialogue, which is found outside the Libya across the various sub-regions of the Maghreb, the Gulf or the UN and the great powers.
