ABSTRACT The problem of building the Iraqi state is still subject to discussions and disagreements between the conflicting political forces.

The state of political chaos and abuses in the body of this regime, which is the emergence of a new trend of authoritarianism, provokes a state of tension, violence and instability on all sides, as well as the terrible security deterioration that brought down one third of Iraq under the control of extremist terrorist forces.

This is due to the apparent political failure in Iraq.

Although we know that the high technology possessed by these forces, able to resolve the outcome of the military conflict in the field, but doubts centered on the ability of this technology to sustain the investment of the results of this victory in vital areas.
