ABSTRACT This paper discusses the relationship between the religious Clericalism in Najaf and issues related to the modern state, especially the issue of citizenship.

The researcher argues that the cross-border religious relations, and believes that the thesis of the existence of Arab-Persian conflict between the possession of Najaf is considerable, and that the studies that show this in the form of national Arab versus Persian nationalism represented by Clerics in Qom in Iran is not based on strong arguments.

The researcher concludes that Persians have for decades dominated Clericalism in Najaf, in contrast to the Qom estate, which did not stand on the upper reference of Arab scientists, and despite the presence of Arab Clerics in the possession of Qom, the proportion is very few to the extent of scarcity.
