The education industry is a key to achieving economic growth, therefore, the Kingdom of Saudi Arabia has taken care of education and allocated increasing amounts of its budgets to it, but this has not been accompanied by a tangible improvement in the quality of the education system, and this may be due to the lack of adequate incentives for teachers, as they are one of the most important inputs to the education process.

The research raised the main question: How can the teacher incentives policy be developed in the Kingdom of Saudi Arabia in light of the experiences of Finland and Singapore and the opinions of experts? The study was based on the descriptive approach and the Delphi method.

The number of experts reached (71) experts in the first round, and (53) experts in the second and third rounds, and the weighted scores were determined for each response using spss.

Among the most important results of the research: Justifications for teachers 'incentives varied between local justifications and international justifications, and the most important criteria that should be met when designing and implementing teacher incentives, such as: taking into account objective performance standards in designing teachers' incentives, and granting incentives to teachers who deserve it, and that Teachers 'incentives are integrated to meet the teacher's needs, teachers' incentives should be periodic, and the need to reduce bureaucracy in civil service systems.

At the end of the research, the researcher presented a proposed vision based on the theoretical framework, and what the experiences of Finland and Singapore showed, and what the results of the field study showed in its third round.
