Le sujet traite de l'organisation administrative coloniale au le début de l'occupation française de l'Algérie, qui a trébuché dans un antique environnement social et politique, qui reposait essentiellement sur une philosophie politique et sociale locale qui s'est formée tout au long de l'histoire de la région, et malgré la revendication française qui supposait la supériorité civilisationnelle et la noble intention, l'irrégularité, tout au long des périodes d'occupation, vis-à-vis l'instauration d'un système administratif correcte et efficace, était une déclaration implicite sur l'échec des prétendues intention susdits, et s'avèrent des instruments de contrôle et de répression.

L'utilisation de l'organisation héritait de l'époque ottomane et l'inspiration pour l'organisation de l'état de l'Emir Abdelkader n'est rien d'autre que la preuve de la noblesse du peuple algérien.
