Abstract EN

The order n° 06-03 that includes the general base law for function public casts light on the theme of promotion, by virtue of being inherent right for employee in his career provided that he fulfils the requirements needed.

Moreover, the order asserts promotion in degrees and ranks, and initiate the so-called promotion in group consequently, it provides employee with numerous possibilities of functional mobility; and wat allows him to improve his career and social level, relying on the criteria of seniority and competence as the two bases for promotion; while they are not considered if they are available the employee has in case of promotion impediments.

The peculiarity in the promotion system relies mainly on competency as the basic criteria for promotion which inevitably leads to effective modern end competent administration, thus ameliorating public service affairs.
