The municipality is the grassroots community of the state and constitutes the framework for the participation of citizens in the conduct of public affairs, as it contributes in particular to the management and preparation of the territory with the aim of achieving local development that will improve the living life of citizens.

The legislature has given the municipality several powers to intervene in the management of the local urban area, mainly the power to grant and issue various construction contracts, which allow it to regulate and control all construction processes to reduce the urban irregularities that distort the urban area in Algeria.
