The general consensus is that public utilities are traditionally subject to a set of governing principles derived from judicial rulings in order for them to remain playing their role in meeting the general needs of the public.

Nevertheless, the traditional management of public utilities caused individuals to endure many issues, including slow delivery and increased expenses, which led the electronic administration to encourage the electronic management of facilitiescharacterized by speedy completion, low costs and saving time and effort for individuals and employees.

Thus, this research paper examines the effect of applying electronic management on adapting and interpreting the general principles that govern public utilities to conform to the electronic system, to reach an important conclusion, which is that the application of the electronic facility is an outstanding opportunity to improve performance, speed and accuracy in dealing and continuity of work on a regular basis in an atmosphere of equality among citizens with its continuous accompaniment for all transformations and developments.
