The researchers discussed the importance of building a problem-solving scale because the scale is based on the guided behavioral behaviors and processes that enable the specialists in the field of sports to address the problems facing players with special needs and to know the effect of these problems on achieving optimal performance in competition.

The current is reflected in the construction of the scale to solve problems in the field of sports in accordance with the nature of the sample in question, which is a specialized addition in the field of sports standards.

As for the areas of research, the human field is the people with special needs (deaf mutes) football and the spatial area is the stadiums and football fields of the central and southern regions and for the period from 1/3/2018 to 1/8/2018.

The descriptive method was used in a deliberate manner in selecting the sample of the research.

The sample was divided into 135 building blocks, the sample of application (40) and the sample of the pilot experiment (10).

In order to achieve the research objectives, Psychological measures, and data processing through the use of statistical means of sports (spss) and reached the most important conclusions are the construction of a measure of problem solving for deaf deaf deaf people of the central and southern regions of football, so it is recommended to carry out studies similar to the scale of problem solving.
