The Israeli Labour Party expressed a particular interest in the issue of Jerusalem and in its electoral programs devoted a special item concerning the City since its occupation in 1967 until 2000.

It focused on the fact that Jerusalem is the unified capital of the occupying state and the cultural and spiritual center of the Jewish people.

The Israeli Labour Party promised the Israeli voter to develop the City and to transfer government institutions to Jerusalem.

Since 1967, the governments of the occupation have established the bases to control the City through government decisions and the laws of the parliament.

In addition, there are the government's informal plans such as the plan of Alon, and the official plan, which is called Yehuda Tamir, and established the basis of linking settlement communities together.

Israel has also been planning to turn the settlement into three belts surrounding the Jerusalem, thus separating it from the other Palestinian cities.
