Abstract EN

The study tackles the political system in Iraq and the requirement of establishing civil state, which identifies various notions related to the political system.

Also, it discusses the characteristics and the factors that strengthen the system and its popularity.

The study shades light on the nature of Iraqi political systems from its establishment in 1921to April 9th 2003 when ex-regime toppled.

The study introduces the concept of civil state in reference to the historical background of the state's establishment, the concepts related to the state and the juristic theories that justify the reasons of establishing the state.

The study refers to the most important requirement to establish the civil state after 2003, which are political, social, cultural and economic requirements.

These requirements can be activated and invested properly to establish a modern civil state in Iraq that fights sectarianism, nationalism, tribal rationing, and establishes a state citizenship that achieves justice, law, independency of judiciary and active constitutional institutions.

Certainly, these institutions are interrelated subject to the law and constitutional and popular monitoring, which set up solutions for all the problems of Iraq whether they are political, economic, social or cultural ones.

This will contribute to foster and strengthen the state and its political system on both levels the internal and the external one.
