تتميز ظاهرة التهريب عن الأشكال الأخرى للجريمة بخصائص وسمات متعددة لاسيما وأنها تتفاعل مع الظروف و الأحداث و المتغيرات التي تشهدها المنطقة و التي تشكل تهديدا للأمن الوطني الجزائري مثل الصراعات الدائرة في دول الساحل و عدم الاستقرار في ليبيا و تونس.
و بالرغم من أن التهريب يرتكز على منطلقات اقتصادية إذ يعتبر مظهرا من مظاهر الاقتصاد غير الرسمي إلا أن انتشاره الكبير أدى إلى تحول طبيعته و أصبح يعد من أبرز التهديدات الأمنية للجزائر و التي تأتي بشكل أساسي من الجنوب العميق منطقة الصحراء و الساحل و كذلك الحدود الشرقية (ليبيا و تونس) و الغربية (المغرب).
يتجلى هذا التحول في طبيعة التهريب من خلال تنامي الاتجار غير المشروع بالمواد الخطرة مثل المخدرات و الأسلحة التي تؤثر بشكل كبير على أمن الدولة بحيث أن تفاقم هذه الظاهرة يجعل من احتوائها أكثر صعوبة كما أن الترابط الهيكلي بين المهربين و الشبكات المنظمة و الجماعات الإرهابية يجعل من التهريب جريمة معقدة و متعددة الأبعاد (أمنية اقتصادية اجتماعية.

Abstract EN
Smuggling distinguishes itself from other forms of criminality by its characteristics and features that are due to its interaction with the circumstances, events and changes prevailing in the region which constitute a serious threat to national security of Algeria such as ongoing conflicts in the countries of the Sahel and the instability in Libya.
Despite the fact that smuggling has economic roots as it is a reflection of the informal economy linked to illegal activities, its large-scale expansion has changed its nature becoming one of the greatest security threats facing Algeria mainly originating from the extreme South Sahara and the Sahel region as well as the eastern (Libya and Tunisia) and western (Morocco) borders.
This change in the nature of smuggling is highlighted through the increase in the illegal trafficking of dangerous goods such as drugs and weapons which are imminent threats to the state security; a worsening which makes its containment harder.
The structural link between smugglers and organized networks and terrorist groups has made smuggling a more complex and multidimensional crime (security, economic and social, etc.).

La contrebande se distingue des autres formes de criminalité par des caractéristiques et spécificités du fait de son interaction avec les circonstances, événements et mutations qui marquent la région et constituent une menace à la sécurité nationale de l'Algérie, tels que les conflits qui sévissent dans les pays du Sahel et l'instabilité en Lybie et en Tunisie.
Même si la contrebande a des racines économiques étant un reflet de l'économie informelle liées aux activités illégales, son expansion à grande échelle a transformé sa nature et elle devient parmi les plus importantes menaces sécuritaires pour l'Algérie qui proviennent essentiellement de la profondeur Sud du Sahara ou la région du Sahel ainsi que les frontières Est (Lybie et Tunisie) et Ouest (Maroc).
Cette transformation dans la nature de la contrebande est mise en exergue à travers l'accroissement du trafic illégal des marchandises dangereuses telles que les drogues et les armes qui pèsent lourdement sur la sécurité de l’État ; une aggravation qui rend plus difficile son endiguement.
Le lien quasiment structurel des contrebandiers avec les réseaux organisés et groupes terroristes, a fait de la contrebande un crime complexe et multidimensionnel (sécuritaire, économique, social…).
