إن السياسة العمرانية الجديدة التي انتهجتها الجزائر في السنوات القليلة الماضية و توجهها نحو تدعيم فكرة إنشاء الأقطاب الحضرية جاءت إضافة جديدة لسياسات عمرانية كانت قد طبقتها من أجل التحكم في النمو الحضري للمدن الكبرى فهي خطوة هامة نحو تخفيف الضغط عليها و التقليل من دورها الريادي على جميع المستويات الإدارية الخدماتية الصناعية التعليمية و حتى على مستوى اتخاذ القرار بعد أن أثبتت تجربة المدن الجديدة قصورها في مواجهة متطلبات النمو العمراني المتزايد.
و من أجل تدعيم هذه الفكرة ارتأينا دراسة نموذج القطب الحضري عين النحاس (بلدية الخروب) الذي استفادت منه ولاية قسنطينة لمعرفة ما مدى استجابته في مواجهة احتياجات مدينة قسنطينة من خلال تطبيق مختلف المشاريع الحضرية من السكن بمختلف صيغه المرافق العمومية بمستوياتها المحلية و الإقليمية إلى جانب مختلف البنى التحتية و التي يمكن أن تخلق وحدة عمرانية متكاملة ضمن تنظيم عمراني محكم
Abstract EN
The new urban politic adopted by Algeria in recent years, and its orientation toward the urban poles is a complement to the previous urban politics, already applied to control the urban growth of large cities.
It is an important initiative for relieve pressure on them and minimize their roles at all levels administrative, services, industrial, educational and even of making decision, after the experiment failure of the new cities.
In order to support this idea, we have examined the urban pole model Ain Nahas in the town of El Khroub (Constantine), which benefited from it Constantine to determine its response of the needs confrontation, Through the application of various urban projects of housing in various versions, Public facilities at their local and regional levels, and the several infrastructure, which can creates a completed urban unit within a structured and planned urban organization.

La nouvelle politique urbaine retenue par l'Algérie aux cours des dernières années, et son orientation vers les pôles urbains, est un complément aux précédentes politiques urbaines, déjà appliquées afin de maitriser la croissance urbaine des grandes villes.
Il s'agit d'initiative de décongestionnement que celui de leurs rôles à tous les niveaux administratifs, services, industrielles, éducatives de même que celui de la décision, suite à l'échec de l'expérience des villes nouvelles.
Pour consolider cette idée, nous avons abordé le cas du pôle urbain Ain Nahas dans la commune d'El Khroub (wilaya de Constantine), réalisé pour la maitrise de la croissance urbaine de la ville de Constantine, par la mise en œuvre de projets de logements de toutes catégories, des équipements publics de grands envergures, ainsi que des infrastructures dans un cadre institutionnel et réglementaire.
