The aim of the research is to clarify the reasons for the resort of developing countries, including Algeria and Jordan, to external financing in accordance with the difficult conditions imposed by the creditor countries, which caused them in the problem of the external indebtedness It was noted that Jordan's external debt is much higher than that of Algeria due to the structural structure of religion.

Is due private sources, while most of Jordan's external debt comes back to official sources, efforts must be made to reduce the considerable financial disparity between the oil and non-oil countries by establishing joint ventures that contribute to economic development as well as the development of financial resources for non-oil countries.
