This research aims to highlight the most important human rights during the reign of Imam Ali Walik on Egypt's owner of the search and to achieve the goal of the research followed the researcher inductive method The research came in four interviews devoted to the first to determine the concept of human rights and characteristics, and devoted the second to the statement of human rights in Islamic law, The third of the statement of human rights in the era of Imam Ali bin Abi Talib (peace be upon him) to the governor of Egypt on the owner of the search has reached the results of several of them: 1.The Islamic Sharia law has the first role in caring for the human being and taking into account his humanity in the first place.

2.Imam Ali bin Abi Talib (peace be upon him) was one of the early advocates for the preservation of human rights and the best of what embodies this covenant to his worker on Egypt owner of the Internet.

3.The Imam Ali era included a precise detail of the duties of the ruler towards the parish, and the imam did not overlook any detail of the governor's duties.

4.The Imam (peace be upon him) section of the society for several classes and classes describing how to deal with each class and it is in this era that embodies what the governor actually applied to the parish.

5.The body of Imam Samaha Islamic religion to deal with non-Muslims and preserve their rights, although they live in non-Islamic communities, which guarantees the right of the public and their people and that their religion differed, and thus recognizes the principle of peaceful coexistence among members of the same society.

6.Imam (peace be upon him) emphasizes the need for the governor to take advice from those who have experience, dream and wisdom and to stay away from the people of division, hatred and greed.

7.Emphasizes on the need to follow the governor of the affairs of his flock and deal with them with kindness and generosity and mercy in general and with the poor of them in particular.

Recommendations: 1.The necessity of following the principles of the Covenant and its terms of power and decision-makers.

If any one of them fulfills the principles and duties of this covenant, we shall find a society that flourishes and creates its members.

2.It is necessary to study the era of Imam Ali ibn Abi Talib in the faculties of law and politics so that the politicians of tomorrow will be able to study the fragrant thought of the supreme purist.

3.Organizing training courses for all concerned with the policy, including the principles of the Covenant and practical measures.
