إن ما يلاحظ على القانون الجديد المتعلق بالاستثمار هو انفتاحه على الأسواق الخارجية و احتوائه على مجموعة من الضمانات و المزايا هذه المزايا تعتبر كفيلة باستقطاب الاستثمار الأجنبي و رؤوس الأموال الأجنبية خصوصا إذا ما تم تطبيقها على أرض الواقع و تدعيمها بإجراءات سياسية و اقتصادية موازية و توفير المناخ الاستثماري اللازم.
و يمكن القول أنه بالرغم من أن المشرع الجزائري قد قدم إغراءات كبيرة لكن في المقابل تبقى هناك بعض العوائق الواقعية تحول دون التطبيق الجيد لهذه القوانين.
Abstract EN
What is observed in the new law is ,its openness to foreign markets and its combination of grates and advantages, witch can attract foreign investment and capital ,specially if they applied on the ground and are strengthened by parallel political and economic masseurs and provide the necessary investment climate.
It can be said that although the Algerian legislature has made great temptations, there are, on the other hand, some real obstacles that have prevented the good implementation of these laws.
