if we want to talk about the responsibility to protect, we need to make a quick but essential review of the vision that international law held of the use of armed force in international relations before the first and second world wars.
For it is true that the prohibition of the use of armed force in international relations has a close and tense connection with the new notion of the responsibility to protect.

si on veut parler de la responsabilité de protéger, il faut faire un retour rapide mais essentiel sur la vision que portait le droit international à l'usage de la force armée dans les relations internationales d'avant la première et deuxième guerre mondiales.
Car il est vrai, que l'interdiction du recours à la force armée dans les relations internationales entretiens un rapport étroit et tendu avec la nouvelle notion qu'est la responsabilité de protéger.
