The world witnessed in the beginning of the second half of the twentieth century, which in turn has made the situation worse, that is why nations have rose from their deep sleep, and this, in order to preserve the environmental resources, which a, several events, that led to environmental pollution as well as technological development re considered to be a common human asset, so 1972, is the year of the chapter decree's of this topic and this, by organizing the first international conference on environmental issues under the name of "Stockholm", then, we have a newborn called “the international environmental law (IEL).

Environmental pollution is increasing day by day, due to the often conflicting environmental conflicts between countries, which history attests to, that is why these countries must avoid conflicts by finding logical solutions.
