English Abstract

Is a voluntary social work of the most important means used to participate in the advancement of the status of the communities in our time, and gaining social work increasingly important day by day, there is a base for granted that governments, whether in developed or developing countries, can no longer meet the needs of its members and their communities, with the complexity of living conditions and increased social needs and became a constantly changing, so it had to be the presence of the other parallel government agencies to fill in the public domain and complement the role played by the government in meeting the social needs of the parties, and called this the "civil society organizations".

In many cases the role of NGOs is an unprecedented role in addressing some of the social, economic and cultural issues, and not complementary, and became puts the plans and programs of development model for governments.

The volunteer services play a significant role in the renaissance of a lot of cultures and societies through the ages.

As an act devoid of profit and revenue, and as they do not represent the profession.

By individuals for the benefit of neighbors and parents and society as a whole also takes many forms, starting from the traditional norms of self-help, social responsiveness in times of stress and relief efforts, to resolve conflicts and alleviate the effects of poverty.
