The research aims to identify the acquired skills for students in the fourth-grade preparatory, reading material in Arabic and Kurdish for non-native speakers, from the standpoint the perspective of teachers and educational specialists.

The skills are used in this research are (listening, speaking, reading, and writing).

Two researchers chose (10) schools, some of them mid school and secondary school (morning study) in the city of Clare, and its environs; all of these schools are affiliated with the General Directorate for Educational Derbandikhan, by (5) schools for boys and 5 girls' schools, in addition to (1) One of the specialists' educators.

Also (10) mid school and secondary school (morning study) in the cities of (Muqdadiyah and Saadia and Jalawla), affiliated to the General Directorate for Education of Diyala, of which (5) schools for boys and 5 girls' schools, in addition to (1) one of the specialists' educators.

The researchers designed a questionnaire included 40 items, and consisted of a three-meter (yes- neutral -no), (20) items for a sample of Arab students and (20) for sample Kurdish students.

And the questionnaire is displayed on three of experts and lecturers who specialize in the subjects of Arabic language, and the Kurdish language and two specialist in educational and psychological sciences.

Experts got the approval of the paragraphs of the questionnaire.

To calculate the reliability of the questionnaire distributed to the ten members of the community samples, (5) members of the Arabs sample, and (5) members of the Kurdish sample (first application) and redistributed again (the second application) on the same sample, and coefficient of persistence was (79.0) and this rate is good.

The researchers applied the questionnaire distributed to the research sample of (teachers and specialists' educators) for the academic year 2014/2015, and before the start of final exams will be held on Sunday, 05/10/2015, and then all the forms of were collected to complete without deficiency in numbers, and two researchers adopted in interpreting the results.
