Abstract EN

Local Communities system is one of the basic pillars of modern societies which aim to achieve local development, so we find a lot of countries headed towards the division of authorities and powers between the central authority and local bodies accidentally cooperation the government's efforts and the People for development, and improve the level of services, this system leads to promote citizen participation in the management of local affairs through elected councils.

The study was mainly to highlight the tasks carried out by local groups in Algeria, and to identify the overall powers vested in it, and this in light of the changes in successive laws, and in order to raise the level of local units, and this is the aim of achieving local development, through the presentation of a set of programs and development plans and development goals.
