The pursuit of it is one of the most important issues of concern to sociologists, economists and politicians.

Most of the strategies of development and economic growth are based on encouraging the rapid accumulation of physical and human capital at the expense of depletion and excessive destruction of natural capital.

These developmental models have produced several crises of an economic, social and environmental nature; One common denominator is the improper recruitment of capital.

Therefore, there are many programs and development plans that can be followed by States in order to achieve comprehensive economic development, most notably the transition to a green economy; which balances between the sustainable management of natural resources and the creation of jobs and then the production of wealth and from it to achieve the desired development.
