Arabic Abstract

الدراسة:
إن المتغيرات العالمية المعاصرة كان لها تأثيرا واضحا على منظومة المفاهيم العالمية.

و من ضمن هذه المفاهيم "مفهوم المواطنة".

فعلى الرغم مما وصل إليه المفهوم من وضوح في الفكر الغربي المعاصر إلا أنه ما زال يشهد -على مدى القرن الفائت- الكثير من الاشكاليات في الفكر العربي.

فمن ناحية التداخلات بين المفاهيم المختلفة كمفهوم الانتماء و الهوية.

و من ناحية أخرى التعدد الذي يصل إلى حد التناقض بين رؤى و تيارات الفكر السياسي و الاجتماعي حيال هذا المفهوم.

و التي أخذت شكل الإقصاء أو التنكر من جهة و التهميش و التغييب من جهة أخرى.

و بروز عدة اتجاهات و اختزال الممارسات في رفع الشعارات دون تأصيل للمفاهيم و إيجاد آليات تحققه على أرض الواقع.

فالكثير من الأزمات والتوترات في المنطقة العربية هي من جراء تغييب مفهوم المواطنة و الإعلاء من شأن و لاءات و مصالح خاصة (الانتماء الديني - الإثني.

.

.

.

إلخ).

سواء على المستوى التحت أو الفوق قومي على حساب الإطار الوطني العام.

و التي أدت إلى مزيد الاحتقان السياسي وأدت إلى هشاشة الاستقرار الاجتماعي في كثير من دول المنطقة.

هذا الواقع يستوجب البحث في الأسباب التاريخية و السياسية و الاقتصادية و الاجتماعية و الثقافية التي تقف و راء هذا المشهد العربي.

في محاولة وضع تصور و توصيات لتأصيل مفهوم المواطنة في الثقافة العربية.

محاور الدراسة:
أولا: الإطار المفاهيمي (الإطار النظري): الثقافة السياسية- مفهوم المواطنة- مفهوم الهوية- مفهوم الانتماء.

ثانيا: تطور إشكالية "مفهوم المواطنة" في الثقافة السياسية العربية.

ثالثا: الأسباب التاريخية و السياسية و الاقتصادية و الثقافية و الاجتماعية التي تقف و راء هشاشة مفهوم المواطنة في الثقافة السياسية العربية
رابعا: كيف يمكن التأصيل لمفهوم المواطنة في الثقافة السياسية العربية مع الأخذ بالاعتبار الخصوصية الثقافية العربية.

 Contemporary global changes have had a clear impact on the global conceptual system.

Among these concepts is the concept of citizenship.

Despite the clarity of contemporary Western thought, it has witnessed - over the past century - many problems in Arab thought.

On the one hand, overlaps between different concepts such as identity and identity.

On the other hand, the pluralism reaches the point of contradiction between the visions and streams of political and social thought about this concept.

This took the form of exclusion or denial on the one hand and marginalization and enteeism on the other.

Many of the crises and tensions in the Arab region are due to the ence of the concept of citizenship and the promotion of special loyalties and interests (religious, ethnic, etc.

).

This led to further political tension and led to the fragility of social stability in many countries in the region.

This reality requires research into the historical, political, economic, social and cultural causes behind this Arab scene.

In an attempt to develop a vision and recommendations to consolidate the concept of citizenship in Arab culture.

Conceptual framework (theoretical framework): Political culture - The concept of citizenship - The concept of identity - The concept of belonging.

2.

The evolution of the problem of "the concept of citizenship" in the Arab political culture.

3- The historical, political, economic, cultural and social causes of the fragility of the concept of citizenship in the Arab political culture.

4- How can we consolidate the concept of citizenship in the Arab political culture, taking into account the Arab cultural specificity.
