Abstract EN

The internal environment of formal and informal organization is considered as a fundamental variable that controls labor behavior and directly affects the restrictions of labor relations.

Thus, the internal environment with its variables and its values within the latest changes, affect labor relations and therefore direct labor behavior to behavior in itself, which aimed to achieve organizational effectiveness and thereby improves the organization's level or obstruct achieving it.

Thus, the economic and social transformations which occur in the world in general and in Algeria in particular, led to the deterioration of the public industrial sector and the supremacy of the organizational conflict, which engender the deterioration of the organization internal environment and its inability to direct labor behavior in order to achieve the organizational effectiveness.

As a result, it influenced on the values that are characterized with individualism that overwhelmed the personal interests on public interests, and those became a major organizational barrier.
