facilitated higher public spending in Algeria, including on investment projects, but the efficiency of such public investment appears to be lagging, because of the more expensive overall infrastructure costs and its lower quality compared to other resource-rich advanced economies, like Norway which has proven to be successful in establishing a governance framework for public project implementation called the Quality Assurance Scheme (QAS), which had a positive effect with a remarkable cost savings.

Hence, the present paper is to learn how this has been achieved in Norway, and draws some conclusions and policy implications for Algeria in order to ensure its public investment efficiency, The most important of which is the need to introduce a quality assurance system explicitly provided for in the Finance Act, under which state-financed investment projects, valued at more than a certain amount, are subject to mandatory external assessment by independent experts, allowing a disciplined and transparent cost-benefit analysis.
