Abstract EN

This research addresses the value content, the communicative techniques, and kinds of election propaganda in national elections in Egypt and local elections in the province of Minya in the years 1990 and 2000.

Research methods consisted of 1) content analysis to identify values and issues, 2) comparing the packaging of electoral issues, and, 3) surveying 250 electors to define their knowledge and attitudes toward the candidates.

The campaign itself was also described through participant observation.

While the candidates used conferences, broadcast and print advertising stressing religion, rumors, and visits to family leaders (opinion makers), the kinship and rural networks remained the most decisive in shaping the results of the election Political funding and amounts of advertising directly correlated with results of information disseminated.

However, funding and advertising had only a marginal effect in changing the minds of the electorate from their traditional voting patterns.

Yet, political funding directly related to the amount and sophistication of political propaganda, which in turn affected the knowledge exhibited by the electors ■
