الهدف من هذه الورقة هو دراسة تأثير أنشطة النظام المالي على تحصيل الايرادات الجبائية في الجزائر للفترةالممتدة ما بين 1999 و2017 ،و ذلك باستخدام نموذج الانحدار الذاتي ذي الفجوات الزمنية الموزعة (ARDL.(و قد أظهرت النتائج أن المؤشرات الرئيسية للتنمية المالية (مؤشر تطور السوق المالي، مؤشرات تطور القطاع المصرفي) لا تلعب دور محوريا في تحصيل الإيرادات الضريبية في المدى الطويل ؛ أما تقدير علاقة النموذج الديناميكي القصيرة الأجل فقد أفضت إلى نتائج متباينة، حيث كان للائتمان المقدم للقطاع الخاص تأثير ايجابي و هام على توليد الايرادات الضريبية، في حين أن الائتمان المقدم للقطاع العام لم يظهر أي تأثير؛ أما معامل التغير في مؤشر تطور السوق المالي فكان له تأثير سلبي إلا أنه ضعيف.
Abstract EN
The main purpose of this research is to investigate the impact of financial system activities on Non-Oil tax revenue collection in Algeria for the period 1999 to 2017, using the Autoregressive Distributed Lag Model (ARDL).
The results showed that there was no relationship between financial development indicators (stock market development, banking sector development) and Non-Oil tax revenue.
In the short-run, only the credit to private sector has a positive and significant impact on the generating non-oil tax revenues, while credit to public sector has an insignificant impact.
Furthermore, the stock market development has a weak negative impact.
