Arabic Abstract

تأتي هذه الدراسة لتبحث في مسألة الانتاج العلمي و الفكري المتاح على شبكة الانترنت بفضل تقنية النشر الالكتروني و السرقة العلمية لهذا الانتاج التي تصنف كأحد الجرائم الالكترونية باعتبارها انتهاكا لحقوق الملكية الفكرية للآخرين و من أكثر الممارسات المنافية لأخلاقيات البحث العلمي.

و عليه فإن هذه الورقة البحثية تقوم على معالجة النقاط التالية: - تحديد المفاهيم و المصطلحات العلمية المرتبطة بموضوع البحث: النشر الالكتروني المصنفات الرقمية الملكية الفكرية حقوق المؤلف السرقة العلمية الامانة العلمية.

- استعراض أنواع السرقات العلمية الاكثر انتشارا عبر شبكة الانترنت.

- الوقوف عند أهم الأسباب المؤدية الى الاحتيال و السرقة العلمية.

- التعريف بأهم البرامج المتوفرة في الفضاء الرقمي و التي تكشف عن السرقات العلمية.

- رصد مختلف التدابير التشريعية الجزائرية لحماية المصنفات الرقمية.

English Abstract

This study comes to discuss the issue of scientific and intellectual production available on the Internet thanks to the electronic publishing technology and the scientific theft of this production, which is classified as one of the electronic crimes as a violation of the intellectual property rights of others and one of the most practices contrary to the ethics of scientific research.

Therefore this paper is based on the following themes : Identity concepts: the electronic publishing , Digital works, property Intellectual , Intellectual copyright , the scientific theft, academic honesty .

- Review the most common types of scientific thefts over the Internet .

- Stand up to the most important causes of Plagiarism and scientific thefts .

- Definition of the most important programs available in the digital space, which reveal scientific thefts.

- Various Algerian legislative measures to protect digital works
