Abstract EN

The phenomenon of corruption is described today as the greatest challenges and obstacles to the development of societies, because it threatens the human rights system and wastes material and financial resources of countries.

Algeria, a country that has been recently introduced to liberalism and free economy, was confronted with anti-corruption complications as soon as it ended its viscous war against terrorism.

The Algerian public authorities have chosen to start their fight against corruption in alliance with the international community (ratified by the International Convention against Corruption of 2004) and subsequently enacted Law No.

10 of 2006 on the Prevention and Control of Corruption, followed by landmark reforms of the Code of Criminal Procedure, as well as the development of a conscious institutional framework for monitoring and investigating corruption crimes.

It is ironic that these efforts have only resulted in a different reality of increased corruption.

Algeria ranks last in global corruption indicators in 2018 (112th out of 180 countries).

This led us to try to answer a fundamental question concerning the source of this discrepancy between the text revolutionary development and the low practical outcome of the fight against corruption in Algeria, this will be achieved through focusing on the extent to which the legal and institutional framework can be effective and executed; first by monitoring and dissecting the paradox, second through searching for reform and ratification mechanisms to fix the disturbing paradox range.
