And in a precise manner, the behavior of an effective and valid scientific method of a dynamic nature, aiming to organize the available resources and capabilities, human and material, to achieve the goals at the highest level of quality, and in the shortest time at the lowest cost, to avoid that reluctance and corrections that are consumed from public money more than what was spent at the beginning of the act Left to chance and improvisation, and this is the planning itself.
