Abstract EN

The aim of this study is to indicate the reasons for the success of earlier terrorist attacks, and how to make use of tacit knowledge through developing procedures for safeguarding security facilities, as well as neutralizing the possible success of these terrorist attacks.

The study used a descriptive method, and relied on a questionnaire in collecting data, then, it was conducted to a sample of 110 employees working for the special security forces and the special emergency forces to safeguard security facilities in the regions of Riyadh and Makkah.

The study concluded with a set of recommendations, the most important of which is; the necessity to develop a strategy for extracting the tacit knowledge of the experts working in safeguarding the security facilities.

This strategy should include an adequate written material on the attacks (terrorists or otherwise) targeting the security facilities in the Kingdom of Saudi Arabia, and it should consider creating an electronic archive containing reasonable volume of tacit knowledge acquired by the security officers who dealt directly with these incidents after transferring it to an explicit knowledge; therefore, their colleagues will be able to share it and circulate it.

In addition, it should work towards establishing a local professional group specialized in the exchange of experience, expertise and knowledge in this area, with the purpose of expanding it regionally and internationally.

Finally, the study recommended that those who work for the security forces should be obliged to submit their experience or tacit knowledge before retirement as a written document.
