In this humble research, the researchers would like to answer a number of questions, perhaps the most important one are: Is scientific research becoming a means for the researcher to obtain promotions and degrees? 2 - Is the university work focused on teaching and increase the hours of teaching has occupied the university professor for writing scientific research and only write research's to serve his personal purposes? 3 - Is the researcher has the scientific potential to enable him to choose the problems suffered by the community actually in real terms or he chooses topics that are easy and do not make painstaking efforts in the search for the truth and where they exist? 4 - Is the reason for his lack of interest in research is due to the lack of scientific resources and equipment and tools, or he limited himself to the selection of titles and topics of traditional and outdated and exceeded scientific studies The researchers through their research has reached the following results: First: Scientific Research: Scientific researchers did not reach the required level that helps in the development process, research contributes to the development process in Iraqi society)).

And accept the zero hypothesis that ((scientific research is not in the process of development)) in the sense that the scientific research in the Iraqi society (University of Diyala) did not reach the level required in the development of society according to the measurement that was built for this purpose.

This result seems logical if we know that the university professor limited his research activities on his money in relation to his scientific advancement and academic research, away from the labour market and its practical aspects.

This is in part due to the lack of coordination between the university as a catalyst for development and motivation and those behind development.

Such a gap has prevented the contribution of scientific research to the diagnosis of what development requires and thus moved away from the reality of development.

The researchers hope that their way of choosing this topic will serve the society away from individual and personal interests, and God is behind the intent
