There are many individual efforts to build language proficiency tests in Arabic for non-native speakers, because there is not a unified Arabic reference framework for learning and teaching Arabic as a foreign language, such as in the case of other languages.
Therefore, in this article, we focus on how to unite efforts to formulate a unified Arabic reference framework to test the language proficiency in Arabic for non-native speakers.
Through answering the following questions: Where are the multiplicity of efforts appear in the field of tests of language proficiency in the Arabic language for non-native speakers? What are the features of these efforts? How can we unite individual attempts and efforts in the field of language tests in order to formulate a unified Arabic reference framework to test the language proficiency in Arabic for non-native speakers as in the other languages ? We are going to answer these questions in the light of educational linguistics as a theoretical framework.
Then we highlight some Arabic efforts in the field of proficiency testing in the Arabic language for non-native speakers, and we present some observations regarding these efforts.
We conclude with showing some practical measures to build a unified Arabic reference framework to test the language proficiency in Arabic for non-native speakers.
In our view, the preparation of this unified Arabic reference framework essentially requires a political decision that makes the project practical and unifying among those who are in charge of the proficiency of Arabic language for non-native speakers.
The formulation of the test, requires also the agreement on all the essential elements of its completion, and compliance with standards, conditions, features and specifications of the test to ensure the credibility of the certificate of language proficiency in the Arabic language for non-native speakers.
