Arabic is the oldest living languages on earth, and the difference between researchers on the age of the language; find no doubt that Arab we use today spent more than a thousand and six hundred years, has guaranteed God - the Almighty - save this language even inherits God the earth and them, he says {I mentioned we went and we will keep}, and has since eras of Islam spread Arabic in most corners of the globe and reached a language of Islam and associated Muslim life became the language of science and literature, politics and culture as well as being the language of religion and worship .

I was able to Arabic to accommodate different civilizations; Arabic, Persian, Greek, Indian, contemporary in that time, and that makes them one civilization, global Almenza, humane vision, and that the ultimate goal of learning embodied in making student will be able to use the language in various circumstances and conditions of rhetoric is melody, Agamh or accent, and language proficiency stops and composition skills to read and especially to read the many diverse.

from here the aim of the research program to build a program for reading skills among middle schoolA - identify the skills should be available to these students.

B - Evaluating these skills in the reading material among these students.

Search identifies students of middle school in the province of Babylon for the academic year 2004 - 2005, and reached the research community (41,931) students (22,118) students, and research sample was composed of (36) students.

Promising researcher tools to measure the availability of reading skills among middle school students was the first tool (an open questionnaire) to know their reading skills reading skills should be available to these students.

The second tool anchor for the first tool was an oral test for measuring literacy skills and prove its sincerity to the attention of a group of experts and specialists Researcher presented the results of the first tool (open resolution) and it turned out that there is a set of skills've got a high level of agreement reached highest point (40) got another set of skills at a high level of agreement also reached (32.4), either the results of the second tool (oral test) showed weakness among all students in reading skills and in light of the results achieved researcher recommended the following: 1 - Work on the implementation of this program in all the intermediate stages in Iraq and raise a recommendation to the Ministry of Education.

2 - Give studied reading right to study, so that study, similar to other branches of the Arabic language
