Abstract EN

This study aims to address the legal system for handling in public transactions by analyzing the texts of the Presidential Decree 15/247 that includes the regulation of public transactions and the mandates of the public utility that regulate them, by giving a comprehensive concept to the handling contract and highlighting the legal implications of it.

Handling as a secondary contract subordinate to the public transaction, is an economic strategy that drives development and increases economic efficiency in the country through its effective role in the rapid implementation of the deal based on considerations of specialization and division of labor.

This is what made the legislator give it great attention recently, especially through the Decree 15/247 which focused on promoting it and remedying the deficiency that was occurring in it.
