Although more than ten years have passed since the promulgation of Law No.

03/10, many of the legitimate beneficiaries of the agricultural lands belonging to the private ownership of the state have not been able to convert the permanent usufruct right into a concession right, due to the passing of the legal deadlines specified under this law.

Accordingly, this research aims to examine these forms in terms of their compatibility with the rules of justice and legal security that require the unification of the system for the exploitation of agricultural lands without prejudice to the acquired right of the beneficiaries.
