The failure of rebuilding-state in Libya after 2011 may be explained with contradictions occurring in the regional systemic, but also related internally to the political settlement, The effort would happen from the bottom up and not the top down, by changing the modernization’s approach according the local characteristics of Libyan society, including traditional and primitive institutions, still have a strong influence in the production of political and economic relations.

Everyone knows that there are various international and regional approaches and efforts to make the process of rebuilding the state in Libya a success, but most of these approaches and the politics of military alliances employ the tribe variable as a dependent element in the process of restoring the collapsed central state.

For this reason, we may have to rethink about ; First: in generalizing the theoretical principles of institutionalization in cases of rebuilding states under the fires of war, and secondly: in the form and nature of the political and structural process to solve the Libyan crisis from the bottom up and not the top down.
