The establishment of the proof is a phase focusing on the preparation of the vase by means of research and investigation by persons who have been granted, under the law, the quality of judicial police officers; the case shall be subsequently submitted to the prosecutor's office which shall deal with it following the appropriate authority that he latter enjoys.

Thereupon, the judicial police officers should be granted more prerogatives as to facilitate their missions on one side, and ensure their protection against the taking of procedures that do not fall within their competence or that are not conferred upon by the law, on the other side.

From this point, different countries have been working on the entrenchment of the principle of qualitative competence of the judicial police officers within legislation, as well as the inclusion of legal and procedural texts needed for the organization of their work, ensuring a balance between the concern of the nation to face this kind of crime and toi avoid undermining rights and freedoms.
