يعد تلوث البيئة من بين أهم المشاكل التي يمكن أن تحول دون تحقيق التنمية لهذا لجأت غالبية الدول الى إعتماد آليات قانونية و أخرى جبائية من أجل مكافحة التلوث و المحافظة على البيئة و تعد الجباية البيئية من بين أنجع الوسائل للحد من التلوث البيئي عن طريق فرض الضرائب و الرسوم البيئية تكريسا لمبدأ الملوث الدافع لتشكل بذلك أدوات النظام الجبائي البيئي الذي تبنته السلطات الجزائرية منذ سنة 1992 من أجل ردع الأشخاص الطبيعيين أو المعنويين عن تلويثهم للبيئة من جهة و زيادة الإيرادات التي يمكن توجيهها لإصلاح الأضرار البيئية من جهة ثانية.
Abstract EN
Environmental pollution is one of the most important problems that can hinder the achievement of development.
That is why most countries have used legal and fiscal mechanisms to control pollution and preserve the environment.
The Environmental Tax is one of the most effective means of reducing environmental pollution by imposing environmental taxes and charges Consolidating the polluter pays principle, thus forming the tools of environmental taxation adopted by the Algerian authorities since 1992 as a means of deterring natural or legal persons from polluting the environment on the one hand, and increasing the revenue that can be allocated to repairing environmental damage on the other.

La pollution de l'environnement est l'un des problèmes les plus importants qui peuvent empêcher la réalisation du développement.
C'est pourquoi la plupart des pays ont eu recours à des mécanismes juridiques et fiscaux pour lutter contre la pollution et préserver l'environnement.
La Taxe environnementale est l'un des moyens les plus efficaces de réduire la pollution de l'environnement en imposant des taxes et redevances environnementales Consolider le principe du pollueur payeur , formant ainsi les outils de la fiscalité environnementale adoptée par les autorités algériennes depuis 1992 afin de dissuader les personnes physiques ou morales de polluer l'environnement d'une part, et d'augmenter les revenus pouvant être affectés à la réparation des dommages environnementaux d'autre part.
