يحظى رئيس المجلس الشعبي البلدي بمكانة هامة في إقليم بلديته بحيث جعلته مختلف النصوص التشريعية و التنظيمية فاعل محوري في استراتيجية تسيير الشؤون العامة للبلدية و تحقيق التنمية المحلية إذ خولت له صلاحيات واسعة تشمل مجال التسيير المالية الضبطية الإدارية و الاقتصاد.
تهدف هذه الدراسة إلى إبراز دور رئيس المجلس الشعبي البلدي في إحداث التنمية التي تستجيب لاحتياجات المواطنين ثم نسلط الضوء على العراقيل التي تحد فاعليته عند ممارسة مهامه.
Abstract EN
The President of the communal people’s assembly occupies an important place in the territory of the commune.
Therefore, the legislative and regulatory texts made him the major players in the management strategy of public affairs of the commune and the local development, by conferring them the extensive prerogatives in the area of management, finance, administrative police and economy.
The present study seeks to focus on role of the President of the communal people’s assembly in the realization of a development able to respond to needs of citizens and to take stock of the efficiency limits of the latter in the exercise of its functions.

Le président de l’assemblée populaire communale occupe une place important dans le territoire de la commune.
Ainsi, les textes législatifs et réglementaires, ont fait de ce dernier un acteur principal de la stratégie de gestion des affaires publiques de la commune et du développement local, en lui conférant de larges prérogatives dans le domaine de gestion, des finances, de la police administrative et d’économie.
La présente étude a pour objet de mettre l’accent sur le rôle du président de l’assemblée populaire communale dans la réalisation d’un développement à même de répondre aux besoins du citoyen et de faire le point sur les limites de l’efficacité de celui-ci dans l’exercice de ces fonctions.
