The role of non-governmental organizations (ONG), especially the environmental ones, has emerged effectively on the international scene during the last three decades of the last century, specifically after the United Nations Conference on Environment and Development in Rio de Janeiro in1992, in the field of climate protection, despite the fact that modern international jurisprudence has not yet recognized the personality However, no one has denied the wide role of non-governmental organizations in preparing and implementing development projects and in negotiating international agreements, meaning that NGOs have various activities that greatly affect political decision-making as the latter prepares for international environmental conferences.

It proposes the conclusion of international treaties, conducts dialogue and discussion in international environmental forums, influences decision-making, encourages and provides assistance, or pressures states to take a specific position, and sometimes some of the treaty provisions are part of its proposal.
