Algeria's new trend towards a policy of openness to the foreign market, which it embodied for the first time in the 1989 constitution, made it work to implement many reforms at all economic, social, and especially legal levels, as competition law is one of the most important manifestations of these reforms, with the presumed freedom of competition, Between economic agents, and free access to clients, but this situation is not actually achieved unless the conditions for ideal competition are available to all economic agents, especially the freedom to enter the market, and the integrity of commercial and industrial practice, which are conditions that cannot be fulfilled in reality, What calls for state intervention in order to control the relationship between competing economic agents through legal provisions that move economic activity away from restriction.
