The study aims to diagnose the difficulties of electronic scientific publishing in Algerian University by the Algerian Scientific journals platform, established since 2017, we identifying what e-scientific publishing is, and the difficulties of university electronic publishing in order to find that overcoming difficulties requires guarantee transparent electronic publishing.

The process of responding to arbitration and evaluation is also accelerated, with publication through highly rated journals being expanded.
