Abstract EN

State policy means a set of technical activities, processes and procedures conducted by the competent State bodies to identify general problems and present necessary solutions and alternatives, consistent with the social, political and economic environment, under the laws, regulations, decrees, plans and programs, which the Government is obliged to implement and subject to the control and evaluation of the Authority Legislative.When constitutional jurisdiction is regulated, this means determining an effective means of building the state, satisfying public needs, and meeting social demands, by establishing basic rules governing the decision-making process, identifying the stages of policy-making, and accurately allocating competencies among state bodies.In order to take note of the aspects of the subject, we divided the research into two conclusions and discussed the first, what is the general policy, and the other devoted to reveal the constitutional mechanisms for the formulation of public policy of the state, we have followed in our research methodology of the analytical study has been limited to the Constitution of the Republic of Iraq for 2005
