Abstract EN

The parliamentary work imposes on the deputy anumber of duties in both the legislative and censorial field.

Thus, heis legally bound to carry out such duties which support the work of the legislative authority.

since the members of the council of Representatives constitute one of the pillars of the legislative council, their parliamentary work requires aregular attending of council meetings and its committees.

However, the ence of deputies becomes prevalent phenomenon which impact the council of representatives negatively.

most of the regulations and decisions are disrupted due to the recurrent ence of the deputies.

Consequently, this research aims at studying the reasons of such an ence and the effective role of texts in the constitution of the republic of Iraq four the year 2005.

Moreover, I will elaborate mor on the internal rules of the council of representatives and their effectiveness in limiting and reducing such aphenomenon.
