Japan enjoyed power, harmony and cultural unity, which enjoyed political independence, despite the unequal treaties imposed by Western countries under the (Tokugawa Dynasty 1603-1867).

It chose to live in the "Sakoku" Which represented a defensive, preventive and anticipatory resolution that sought to distance the country from the dangers of evangelization, thereby confirming the fundamental and important transformations of modern Japanese political thought.

Japan's geographical nature also contributed to its immunity from any foreign invasion and away from the problems of the Asian continent.

This study aims to study the reasons adopted by Japan in laying down the basic rules for its economic growth for the years (1868-1912), with the aim of developing the country and upgrading it in all fields.

This necessitated the development of successful plans for the development of its economy which achieves its advancement in all its fields.
