Abstract EN

is one of the methods used in Iraq to distribute positions in government among the components and sects on sectarian bases.

It was used as a guardianship of the American occupation, whiche considered it the best way to solve the political problems and build a democratic regime in a country which was controlled by the Baath Party, While many saw it as a problem and not a solution.

this study aims at highlighting sectarian quota and clarifying its concept, its goals and its characteristics.

Also, it investigates its effect on building the nation and on the nature of the political system in Iraq after The American occupation.

The study concluded that the principles of a consensual democracy must be properly applied to achieve political stability and to eliminate the crises of identity and doctrinal conflict.
