The electronic communications sector, open to competition since 2000, is subject to the technique of independent regulation.
The reform implemented in 2018 brings some notable advances compared to Law 2000-03, such as the unbundling of the local loop as well as number portability.
Improving the legal system is not without asking some legal questions.
Indeed, some shortcomings remain allowing the resurgence of the state in the sector despite its introduction to competition and its submission to independent regulation.

Le secteur des communications électroniques, ouvert à la concurrence depuis l'année 2000, est soumis à la technique de la Régulation indépendante.
La réforme intervenue en 2018 apporte quelques avancées notoires par rapport à la loi 2000-03, comme le dégroupage de la boucle locale ainsi que la portabilité du numéro.
L'amélioration du dispositif juridique n'est pas sans poser quelques questions juridiques.
En effet, quelques insuffisances subsistent permettant la résurgence de l'Etat dans le secteur malgré son introduction à la concurrence et sa soumission à une régulation indépendante.
