The present paper focuses on International Law of the sea.

It investigates a new concept with its multifaceted tools.

The study utilizes an inductive descriptive approach with a tinge of historical perspective highly needed when mention is made to its revolutionary and human values that have experienced regressions lately.

It was the boldness of the concept of the common heritage of humanity largest expression of the development of international law; and its acceptance of a new legal entity allowed to exploit the resources located on the bottom of the seas and oceansThe conflict upon which has acceded the principles of living together and the tenet of solidarity, to a cut-throat competitive of capitalist states.

This resulted in the issuance of 2749 resolution from the eleventh item of the United Nations agreement on seas of 1982.

This law was radically changed in principle by the subsequent agreement of July 24th, 1994
