It is indisputable that the perpetration of massacres, the violation of values, the persistence of flagrant violations of human rights, and the humiliation of nations and peoples in the period of armed conflicts are all factors that make the interests of all peoples coincide and match considering that the permanent International Criminal Court is a humanitarian imperative and a practical necessity to apply the rules of international humanitarian law and thus bypass cases the shortcomings revealed by previous international treatments and their negative repercussions on entire nations.

The conventions of international humanitarian law have had the merit of criminalizing these acts, and they also left the door open to the establishment of an international criminal court.

Consequently, the establishment of a permanent international criminal court is the best step taken by the international community to impose the application of the principles of international humanitarian law, since it represents the procedural aspect of this law which represents the rules.
